Policy Paper for Effective Local Administration (Governance) of Egypt
A new policy paper published by ElMahrousa Academy for Public Policy (MAPP)about local councils.The paper was developed by Mr. Abdel Naser Kandil, MAPP Senior Advisor of Local Governance. MAPP is a unit branched from ElMahrousa PDS that is dedicated to develop policy recommendations in a form of policy notes, position papers, and background papers in order to be introduced to public opinion and policy makers and decision takers with the aim to improve the public policies that affect development and citizens’ participation in public life.
The paper produces a critical view on the local administration draft laws presented to the parliament and discusses the legislative challenges. It aims for effective local councils that strive for development, respond to citizens ‘expectations and promote the participation in the public decision making. It first introduces the background of legislations concerning local councils.Then; it goes through the electoral process for the local councils. It discusses many important issues such as; the necessities of adopting the system of local administration, which greatly reduces the responsibility of the central authority, the tools for supervision of the local elected council’s members over the executive authorities and the authority to dissolve the local councils. The paper also shed light on the important suggestion -which the government draft law neglected- regarding establishing Local Administration Academy to train local cadres as an urgent requirement due to the scarcity of administrative competencies. The Academy aims to prepare and accredited specialists in the areas of local administration and to advance the functional level of workers in local administration.
Research Paper on Social Protection Mechanisms in Egypt
Social protection is an essential factor in achieving social peace, and it is considered one of the mechanisms to develop societies to achieve social and economic stability. This paper aims to shed light on the programs of the Ministry of Social Solidarity to implement social protection in Egypt in general, and it specifically examines programs of Nasser Social Bank and Takafol w Karama (solidarity and dignity) programs.
The right to adequate housing between Universal Periodic Review and national obligations
The research presents the concept of the right to housing and its historical development, as well as the right to housing in international conventions and in accordance with the Egyptian constitution and law and the plans of the Egyptian state in this regard.

UPR Report on Ensuring Women Full Recognition, Inclusion and Participation in the Political and Civil Process of Egypt
The report highlights the main concerns related to the issues directly related to the Egypt Coalition partners in their respective work for the protection and promotion of human rights and improvement of sustainable and inclusive and participative development in Egypt. It notes the remaining gaps in the progressive realization of the right to participate in political process and the effective presence of women in Egypt’s legislative councils. Particular attention is devoted to the challenges of women’s equality and inclusive participation in Egypt.
UPR Report on Intensifying Effort to Ensure Absolute Equality and Opportunities for Women, Youth and Persons with Disability in the Economic, Social and Cultural Process of Egypt
The report highlights the main concerns related to the issues directly related to PNI’s Egyptian field partners in their respective work for the protection and promotion of human rights and improvement of peaceful, sustainable, inclusive and participative development in Egypt. It notes the remaining gaps in the progressive realization of the right to participate in economical, social and cultural process and the effective presence and participation of women, youth, persons with disabilities in Egypt’s economy and society. Particular attention is devoted to the challenges of citizen equality and inclusive effective participation in Egypt.
